Lisbon's Green PB!

Community Places and the Department for Infrastructure are co-hosting ‘Planning Your Place: Getting Involved’, four online engagement events on Tuesday, 25 May 2021. The sessions form part of the work of the Planning Engagement Partnership, established by Minister for Infrastructure, Nichola Mallon, to explore ways of improving the quality and depth of community engagement in planning.

Session 3 Open and Inclusive Engagement (4.00pm) will feature PB guest speakers Adalberto Barreto and Roberto Falanga, from the Citizen and Participation Department of Lisbon Municipality. They will share their experience of the Lisbon Green Participatory Budgeting (PB) Process. Lisbon has arguably led the way on PB in Europe over the last 10 years. It is also now leading on Green PB with a focus on proposals for a more sustainable, resilient and environmentally-friendly city to address Climate Change.

The Lisbon participatory budget uses a hybrid model of citizen engagement, with in-person engagement for discussion and debate and web-based platforms for voting and proposal submission. It has of course had to adapt over the last year in response to the COVID-19 pandemic.
